Job Requirements of Senior Civil Engineer / Engineering Analyst:
Training:
Bachelor's degree in a field related to area of assignment; and sufficient experience as necessitated by the competency level of the position.
Experience:
- Lead (N4302) Level: 5-8 years of progressively responsible professional
Special Requirements:
NOTE: This position does require a Professional Engineer (P.E.) license, and includes a 5% pay differential if you have an Oregon registered P.E.Typical job duties:
This position acts as a supervisory project manager, actively mentoring engineering staff and performing a key role in advancement of the Engineering & Construction Services (ECS) Division’s Strategic Action Plan, including the following tasks:
- Schedules and supervises assigned staff, providing guidance and support for their professional development.
- Supervises Design staff in the assembly of project schedules, plans, specifications, and cost estimates for public improvements.
- Develops and reviews technical reports regarding pavements, structures, slope stability, roadside safety, hazardous materials, fish passage culverts, and stormwater detention and treatment.
- Manages outside consultants in support of County design work.
- Collaborates with other ECS workgroups and County divisions in project development, scoping and design of public improvements.
- Trains and maintains the work standards of the Design workgroup staff to meet established project design requirements and ODOT Certified Local Public Agency requirements.
- Develops concise and comprehensive project plans, and engages in budgeting procedures, and proficiently oversees design project budgets.
- Utilizes a variety of computer software including Ebuilder, CIVIL3D, MS Teams, MS Outlook, MS Word, MS Excel, MS Project, and PowerPoint to facilitate tasks effectively.
- Creates plans using Autodesk Civil3D software and trains others in its use.
- Uses, implements and trains others in the use of eBuilder project management software.
- Performs other engineering and research tasks in support of Lane County business needs, members of the public, and other government entities, as assigned.
- Leads and provides assistance to the organizational unit, fostering a positive work environment that values diversity and equity.
- Establishes standard practices, policies, and procedures for day-to-day operations, communicating expectations clearly to staff.
- Consults with stakeholders and researches relevant laws and regulations to define project scope and requirements.
- Prepares and reviews design and construction cost estimates, monitoring project progress and budget adherence.
- Manages risks associated with design of complex construction projects, ensuring the prudent expenditure of public resources.
- Procures environmental, engineering contracts via Requests for Proposals, overseeing the bidding process and contract negotiations.

Senior Civil Engineer / Engineering Analyst
About the Position
Lane County’s Engineering & Construction Services (ECS) Division is currently seeking a talented individual to help supervise our Design Engineering Team. Lane County offers a unique environment where you can contribute to the development of our communities and make a lasting impact on the lives of the residents we serve. Our team tackles complex urban and rural public improvement projects, while working in a county that spans a large and diverse geographic area.
As a supervising member of our Design Engineering Team, you will have the opportunity to work on a diverse range of capital improvement projects, primarily focusing on major roadways and intersections, fish passage culverts using the latest stream simulation techniques, stormwater and water quality facilities, ADA accessible designs, as well as environmental feasibility assessments, specifications, detailed cost estimates and plans designed with Civil3D. These projects are the backbone of our infrastructure, and your project management and team building skills will play a crucial role in bringing them to life.

The Design Services Workgroup is part of the Engineering & Construction Services Division that is responsible for planning, designing and constructing safe and efficient transportation systems for Lane County. The Division also provides high quality and comprehensive engineering and construction services to other County Departments and external public agency clients that manage, maintain, and plan public improvement programs and projects.
