Grants & Contracts Analyst
About the Position
The Lane County Administration Policy Division seeks a skilled grants and contracts analyst to join the Community Resilience and Recovery Team. This position is supervised by the Community Resilience and Recovery Program Manager.
The position will support recovery from the 2020 Holiday Farm Fire by administering multiple projects and programs supported with Community Development Block Grant-Disaster Recovery (CDBG-DR) funds. Job duties include financial tracking and reporting, developing financial grant reports, paying invoices, monitoring projects and processes to ensure compliance with federal regulations, documenting program compliance with federal regulations, conducting subgrantee monitoring, drafting program policies and procedures, developing grant and contract agreements and developing federally compliant procurement documents.
The Policy Division seeks a candidate who has technical expertise in fiscal management and grant administration and a passion to serve others. The 2020 Holiday Farm Fire ranks among the largest wildfires in Oregon history. The communities within the McKenzie River Valley have been forever changed by this disaster. This position is pivotal to ensuring the projects implemented with CDBG-DR funds meet the recovery needs of multiple unincorporated communities, while maintaining compliance with a complex federal funding source.
The Grants and Contracts Analyst will help ensure grant compliance and provide technical assistance to subgrantees and contractors.
The ideal candidate will have a thorough understanding of federal financial grant reporting, managing complex budgets, familiarity with state and federal grant requirements, especially the requirements of the Community Development Block Grant program. Candidates must have exemplary writing, interpersonal, organizational, and project management skills.
About the Division
The Policy Division of County Administration advances high-priority quality of life issues for the residents of Lane County in support of County Administration, the departments of Lane County government, and partners in the public, private, and not-for-profit sectors. The division includes Housing Production, Climate Action, Community Resilience & Recovery, Community & Economic Development, Grant Strategy Management, and Intergovernmental Relations.
Schedule: Monday – Friday; 8:00 AM – 5:00 PM
40 hours a week with some flexibility in the schedule during Monday through Friday work week; hybrid telecommute options may be approved by supervisor, with typical average of 50% in office.
