Program Services Coordinator 2 - Healthy Families Program

About the Position

This position will work in the Family & Child Health (FCH) section within Lane County Public Health. Family & Child Health envisions Lane County as a place where all families are healthy, stable, and safe, and are part of a community that encourages, empowers, and supports families and individuals to thrive through connection to supportive resources.

The Mission of Family & Child Health is to nurture the well-being and health of Lane County families by promoting equity, honoring diversity of individual experiences, and supporting community connections and healthy family relationships.

The FCH Section delivers multiple home visiting programs that strive to provide trauma informed care to diverse populations throughout Lane County. A primary focus of FCH programs is to support families to achieve their goals through the interruption of toxic stress and by building family resiliency.

The working title for this position under the Healthy Families America and Healthy Families Oregon programs is Healthy Families Program Manager. This position is a non-supervisory, non-management role that holds primary responsibility for supporting the Healthy Families program, one of the five family support and home visiting programs under the FCH umbrella. Healthy Families Lane County is delivered in partnership with Parenting Now, who is subcontracted with Lane County to provide direct services to families via professional Family Support Specialists.

The FCH Healthy Families PSC2 will provide support to the program in a number of ways in collaboration with Parenting Now and the FCH leadership team:

  • Managing the Healthy Families contract and communications with our local subcontractor, Healthy Families Oregon state-level coordination with the Department of Early Learning and Care (DELC), and national-level coordination with Healthy Families America.

  • Quality assurance, monitoring and reporting: Ensuring adherence to contractual and Best Practice Standards and that all programmatic and reporting requirements are met for Parenting Now subcontractors and Lane County; timely completion and submission of reports including gathering and analyzing relevant data; update and refine Healthy Families Lane County program policies and procedures as needed; provide technical assistance around Medicaid Administrative Claims (MAC) processes; participate in and/or lead Continuous Quality Improvement (CQI) and quality assurance efforts; provide feedback and support to the subcontractor and work collaboratively to address any concerns or areas outside of compliance.

  • Work in coordination with Parenting Now, FCH leadership and the outreach and referral team to ensure caseload requirements are met and that eligible families with the greatest needs are prioritized for services; support program in strong client and staff retention efforts.

  • Support the FCH and Parenting Now Healthy Families team: Plan and facilitate team meetings, support and/or facilitate training and professional development opportunities, work closely with FCH outreach and referral staff and the leadership team; develop programmatic and policy expertise on Healthy Families Oregon and Healthy Families America standards.

  • Coordinate with community partners: Represent FCH and Healthy Families Lane County in community and state-level meetings, report out to and seek feedback from local advisory group(s).

The ideal candidate for this position will hold a unique blend of technical and relational skills, and a deep passion for supporting the perinatal population and families with young children. To be successful in this role, one will need to be organized, detail-oriented, proactive, and able to work largely independently and be self-directed in addressing their work tasks. Just as essential are the abilities to be a clear and intentional communicator, providing feedback and supporting process improvements as needed, responsive to team needs and requests, and a skillful collaborator who honors the strengths and skills of those they work alongside.

About the Division

Public Health ensures protections critical to the health of all people in Lane County through surveillance, regulation, and response to infectious disease and injury risks. In collaboration with community organizations and partner agencies, Public Health promotes optimal health through policies, interventions, and population-health programs based on scientific evidence and emerging best practices, with a particular focus on ensuring all people in Lane County have opportunity and access to environments and systems that support their health.   


Schedule: This position will work a regular schedule of 32 hours per week, and hours will be routinely scheduled within the program hours of Monday-Friday from 8:00AM-5:00PM, although an alternate schedule proposal may be discussed between the successful candidate and the hiring manager. 

*This is primarily an in-person position, although the successful candidate may be eligible to work a portion of their time hybrid/remote after initial onboarding and training is completed.

Job Requirements:

Training:

  • Bachelor's degree from an accredited college or university with major course work in public administration, community and/or human service, business administration, or a related field.

Experience:

  • Three years of increasingly responsible experience in community and human services planning, development and evaluation.
  • An equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.

Notes:

  • This position is subject to a full criminal offender information record check. 

Required Skills and experience:

  • Strong skills in written and verbal communication.

  • Ability to understand, analyze, and apply complex and detailed information such as contractual requirements and policy manuals and help operationalize them into program practices.

  • Strong personal organization and time management skills.

  • Experience and skill in group facilitation.

  • A solid understanding of and experience in supporting diverse teams with humility.

  • Willingness to engage in building reflective practice (e.g., capacity for introspection, communicating awareness of self in relation to others, recognizing the value of supervision, etc.).

  • A strong commitment to equity and passion for supporting historically underserved groups.

Preferred skills and experience:

  • Experience in perinatal, infant, and early childhood services, such as direct service working with young children and supporting parents and families, or a desire and passion to learn and receive training on the needs of pregnant people and families in our community.

  • Administrative experience in human services or a related field, including experience participating in and/or leading continuous quality improvement and quality assurance efforts.

  • Infant mental health experience and/or endorsement preferred.
