Job Requirements of Public Works Construction Services Manager (ECS):
Training:
- Nine years of education and/or experience in public or business administration, project or program management and/or a public works discipline, including three years of experience in a supervisory, management, or leadership role; or a combination sufficient to successfully perform the essential duties of the position;
- or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Desirable Qualifications:
- Experience administering federal-aid construction contracts
- Knowledge of Oregon Department of Transportation (or similar agency) project delivery
- Experience performing constructability reviews
- Licensure as a Professional Engineer
- Oregon Driver's License.

Public Works Construction Services Manager (ECS)
About the Position
Construction Services Program Manager: The Construction Services Program Manager manages and supervises the Construction Services Program within the Engineering & Construction Services (ECS) Division of the Lane County Public Works Department. The Program includes three functional areas: the Materials Testing Laboratory, Construction Inspections, and Construction Administration.
Construction Services oversees bidding, construction management, inspections, and materials testing quality assurance of Lane County road and bridge capital projects and projects for internal and external partners. Main job duties for this position include planning, managing, evaluating, organizing, and supervising construction administration, inspections, and quality assurance activities; coordinating activities with state, federal, and other local agencies; and reviewing and monitoring capital improvement projects to control scope, schedule, and budget.
About the Division
Engineering & Construction Services (ECS's) responsibilities include planning, design, survey, right-of-way, and construction management of capital improvements for Lane County roads and bridges. ECS also provides these services to other Public Works Divisions and partner agencies. ECS is an Oregon Department of Transportation certified Local Public Agency.
In addition to project delivery, ECS programs and services include managing right-of-way and associated permits involving utility infrastructure and development, responding to traffic safety inquiries, providing surveyor services such as road information and plat reviews, managing environmental permits involving stormwater, and administering Lane Code Chapter 15. All this work contributes to the improvement and protection of the Lane County roads and bridges that our community relies upon to meet their daily needs.
Schedule: Exact schedule to be determined, but work hours will occur during regular business hours (e.g., Monday - Friday, 7:00 a.m. - 3:30 p.m.)
